experience and commitment
Brian Holloman, who is a Republican candidate for Elkhart County Sheriff, brings to our community the knowledge and experience to lead one of the larger sheriff offices in Indiana. That knowledge and experience having been gained over the nearly 30 years he has been serving our community.
Brian has been with the Elkhart County Sheriff’s Office (ECSO) since March of 1995, having been hired part-way through his agency internship during his final semester at Ball State University. Since then, he worked his way through the ranks, having begun his career for a short-time as a custody officer in the Corrections Division prior to his attendance to the Indiana Law Enforcement Academy (ILEA) in the summer of 1995. Upon graduation from ILEA, he served nearly 11 years in the Patrol Division; just under one year of which was spent working as an undercover investigator in the former Elkhart County Drug Task Force. Upon his return to the Patrol Division, he was promoted to the rank of Patrol Sergeant, operating as a shift commander.
In May of 2006, Brian was promoted to the rank of detective in the Investigations Division. During that time, he sought out the opportunity to ensure officer accountability and service to our community by requesting from then Sheriff Books to become one of the agency’s internal affairs investigators. Since 2008, he still serves in that role as the agency’s most senior investigator.
While assigned to the Investigations Division, Brian was promoted to the rank of lieutenant, where he faithfully served under then Captain Siegel, our current sheriff. Upon Sheriff Siegel having been elected, Brian was promoted to the rank of captain, becoming the Investigations Division Commander. Shortly into Sheriff Siegel’s first term, Brian was asked to take his leadership and knowledge back to the Patrol Division as the patrol captain. The Patrol Division is the division made up of the uniform men and women who routinely act as the first point of contact for our local justice system ensuring the fair and impartial enforcement of the law. Brian is in that position to this day.
During his tenure with the agency, Brian received the following certifications:
Field training officer
Drug recognition expert (DRE)
Drug recognition expert (DRE) instructor
Field sobriety instructor
Traffic crash reconstructionist
Internal affairs investigator
Homicide investigator
Breath test for intoxication operator
Crime analyst
CALEA/APCO accreditation management
Computer forensic specialist
Graduate of the Police Leadership Academy
Beyond his certifications, Brian has testified as an expert witness both in criminal and civil proceedings related to crash investigations. In the area of crash investigations, Brian was one of the founding members for the ECSO Crash Investigation Team, a specialized team of crash investigators which has been in existence with the agency since 1998. Resulting from his experience, he held the position of Coordinator for the former Elkhart County Fatal Alcohol Crash Team (FACT). FACT was a multi-agency comprised team tasked with investigating all fatal and serious injury crashes involving impaired driving within Elkhart County.
Beyond being a founding member of the crash team, Brian was the agency’s first:
Crime analyst
Sex and Violent Offender Registry Coordinator
Computer forensic specialist (received at the same time as a now-retired agency detective)
DRE (agency program co-founder)
DRE instructor (in conjunction with a former agency patrol officer)
During his tenure as Patrol Division Commander, Brian has overseen the implementation of the Division mission statement. It was the first division to implement a written guide and commitment for Division personnel to follow as they support the overall agency’s mission. In furtherance of both the agency and Division mission, he has overseen the implementation of the agency’s first pursuit strategy, criminal patrol strategy, and traffic safety strategy.
