Brian understands we aren't always perfect and don't always get everything right, but we aren't like many of the other counties that exist in which chaos reigns supreme and distrust of governance and law enforcement runs rampant. Embracing his beliefs, Brian Holloman will focus his administration on the following:
Fiscal responsibility
Brian believes in....
the importance of being fiscally responsible with the funds entrusted to be managed by our community. He believes part of that management requires an understanding that happy employees are productive employees and happy and productive employees help combat turnover; turnover is a sure-fire way to burn through taxpayer dollars.
Brian will continue to demonstrate and expect the applied and ongoing implementation of the Sheriff’s Office's core values (service, respect, integrity, and resourcefulness) through all levels of the agency as an ongoing commitment of value of and for those who have made the choice to serve our community. He understands that when people are valued, cooperation, commitment, and coordination is the end result. That in turn leads to satisfaction, and in the work place, that decreases turnover. When turnover decreases, money is saved.

that in his decades spent as a deputy and captain, a majority of the interactions law enforcement has with offenders and people in crisis have a root cause in substance misuse and/or mental health struggles. As your Sheriff, Brian will work hard to create better partnerships with the resources that are available in our region to tackle the challenges that move well beyond the individual, impacting not only them, but their loved ones, friends, co-workers, neighbors, employers, and the community as a whole.
Although law enforcement is certainly a piece in the overall challenge, Brian understands law enforcement cannot tackle the challenge alone. That is where key partnerships, when coupled with training and understanding, come into play. Brian will work tirelessly to foster the relationships, personal and professional, necessary to help those in need. He will emphasize relationships and ensure his staff has a solid understanding of the importance of empathy, communication, de-escalation, and focuses on solutions one step at a time.

By supplying current crime and crash data while focusing the Sheriff's Office's finite resources on identified problem areas and problematic repeat offenders, he knows they can put themselves in position to both validate or dispel perceptions of concerns and decrease crime or improve safety on our roadways.
Believing in accountability and transparency, the efforts and outcomes can then be shared with the community (or concerned parties) to further develop the relationship between the community and law enforcement. Inteligence-led policing
traditional policing methods succeed oftentimes through luck and chance. By focusing on intelligence-led policing, law enforcement can better concentrate their efforts to address concerns and crime problems in a proven manner designed to decrease crime and strive toward safer roadways.
Brian will work with our local representatives to develop a sound and responsible means to allow the agency the opportunity to better fulfill their role in crime preventation and in the overall goal of safer roadways for those who live, work, or travel through our community. Building upon the initiatives he has undertaken in his role as captain, he will work to develop a robust and informative crime analysis position which is necessary to better guide staff in the identification of crime trends, patterns, and series. This will help the agency better utilize their time and resources to proactively identify and then address crime problems.
By coupling these efforts with the enhanced relationships built through communication, coordination, and cooperation with our community, the Sheriff's Office can help ensure they are doing their part in the overall process of governmental function to keep Elkhart County the precious gem that it is.
